Template for Civil Society Monitoring of National Roma Integration Strategies and Decade Action Plans

The Decade Secretariat has prepared a monitoring template in order to encourage civil society coalitions to monitor the implementation of National Roma Integration Strategies and Decade Action Plans.

The Decade of Roma Inclusion Secretariat facilitates the civil society monitoring of the implementation of National Roma Integration Strategies and Decade Action Plans.
The Decade Secretariat—in cooperation with the Open Society Roma Initiatives and
Making the Most of EU Funds for Roma and consulting with the European Commission—prepared a detailed template with
guidelines on how civil society organizations can monitor the local implementation of strategies and action plans.

In 2012, the
Decade Secretariat commissioned reports from civil society coalitions in seven countries. In addition, the Secretariat is making the current template public in order to encourage further civil society actors to monitor
the implementation of National Roma Integration Strategies and Decade Action Plans. The template is available for downloading at right.

Civil society coalitions may use the report produced on the basis of this template for
various advocacy purposes. The Decade Secretariat intends to facilitate EU-level advocacy and offers to collect, review and disseminate those reports that fit the requirements detailed in the template.

Please note that the Decade Secretariat cannot offer financial support for civil society organizations monitoring the implementation of National Roma Integration Strategies and Decade Action Plans
(apart from the seven coalitions selected through an open call for proposals). Furthermore, the Secretariat reserves the right to select and disseminate only those reports that fit the formal and substantive requirements
of the template.
