The fifth Roma Festival of TV and radio programs "Golden Wheel"

The fifth Roma Festival of TV and radio programs "Golden Wheel" will take place from 6th till 8th of April 2007 in Skopje, the capitol of Macedonia. During the festival days the video and radio productions that entered the festival will be presented and the afternoon of the third festival day is reserved for awarding prizes for the best films.

During the three days dedicated to this event the following activities are representing the main scheme i.e. the plan for the agenda: Arrival of the participants, presentation of the materials and the nominations, soundtrack of the films and closing ceremony with handing over the awards.

The deadline for submitting films for the festival is 20th of March 2007.

The festival is dedicated to the production about the Roma population worldwide. All video production (documentaries, TV films and feature movies) as well as all radio programs dealing with Roma issue, produced by Roma or non-Roma producers are eligible for applying.

In the spirit of the Roma Decade Inclusion this year’s Fifth Roma Film Festival also will direct its attention to the productions related to the problems embraced with the Roma Decade: household, economy, health, education.

However, the Golden Wheel festival asks all producers who are interested into entering video / audio production at the festival to strongly consider signing in films about Roma dealing with different issues like culture, tradition, art, modern life, discoveries, life accomplishments etc. and where possible to reduce the programs dealing with social issues since there are too much of those the last mentioned.

The organizer of the Golden Wheel festival during the festival days, beside the presentation of the programs, will organize workshops for the participants at the festival. During the workshops the participants will be able to discus and criticize the presented programs at the festival, to exchange experiences, to comment the general accomplishments in the cinematography, the situation of the Roma production and Roma TV and radio stations, any possible cooperation between the producers etc.

According to the Golden Wheel festival’s Statute and Program the down – mentioned regulations for participation are set.

Idea of the festival

Being aware about the different level of development of the Roma and the non-Roma producers and production houses, the organizer first wants to compare the work that they are doing, thus starting points for any possible future cooperation between the producers can be established.

The festival aims to encourage the Roma producers to strengthen up their production, to develop it further and to take more active role in the spheres of the cinematography on world level.

Regulations for the  Roma Festival of TV and radio programs Golden Wheel 2007

1. General Festival screening and playing requirements

 Documentaries, TV films and feature movies, radio programs treating different aspects of the Roma issue that have been or haven’t been screened or broadcasted before
 The deadline for submitting programs for the "Golden Wheel" festival is March 20, 2007.
 It is strongly recommended that the programs are not longer that 30 minutes
 Video and audio programs can only be shown at the festival if they have English commentary and / or English dialogue, or are the original version with English subtitles.
 "Golden Wheel" festival accepts the following screening formants: DVCAM PAL, Mini DVCAM PAL, Betacam SP PAL, SVHS PAL,VHS PAL and DVD, for the radio programs on CD and Audio Tapes
 There is no limit for the number of submitted programs – every producer, production house, TV or radio station can submit as many programs as they think is appropriate
 Once submitted documentary cannot be redrawn.

2. How to enter your program

 "Golden Wheel" festival must receive the tape/CD for screening/playing, a completed and signed entry form with a VHS preview cassette (PAL)/CD as soon as possible. We will highly appreciate if you enter your programs as early as possible
 The preview cassette/CD as well as the cassette/CD for screening/playing has to have English voice-over and/or dialogue and/or subtitles
 The following information must also be provided at the time of entry:
o English script of the program
○ A title- list of the languages (Romani, Macedonian and English)
o A biography of the director(s)
o A filmography of the director
o Short history of the production house
o Promotional materials (photographs, posters etc)
o If you want to enter two or more programs at the festival, make a copy of the entry form for each one of them

3. Selection of the programs

The "Golden Wheel" festival management selects the programs that will enter in the program section. Priority may be given to films that meet the criteria which are suggested in the General information item. In case of a program being selected, the festival will notify the applicant, director, producer and distributor of the film by 20th of March at the latest.

There will be three main categories:
 Documentary and TV movies films
 Feature movies (the feature movies will not participate at the competition part of
the festival. They will be presented in the revue part of the festival
 Radio programs

4. Authorization

After official selection of the programs the "Golden Wheel" festival has the right to:
 Use three minutes from the program for broadcasting purposes on local, national or international television/radio, on the Golden Wheel festival web sites or in theatres
 After ending the festival, the organizer will also keep the right for one screening and plus one rerun screening of the arrived and selected programs in the program’s scheme of TV BTR National and TV BTR SAT. By this it is understood that the organizer and the participant are obliged to sign mutual agreement. In one word, we are informing you that your programs will be broadcasted on our TV channel.
 Use the publicity material of any kind to promote the festival
 Keep the send cassette / CDs for non-circulating reference and educational purposes in its archive and preparation of a catalogue of all programs send to the festival

5. Transport of festival programs

Before 20 of March 2007 the festival must have received the screening/playing copy of the program. In case "Golden Wheel" festival wants to use the program for a press screening/playing the sender will be contacted prior to this date.
 The transport of the cassettes/CDs has to be via DHL, Fedex or any other fast mail delivery service, because of safety reasons
 A pro- forma invoice must accompany the cassettes/CDs, stating the name of the sender, the title of the program, its size, length, and weather it is in color or black-and-white
 Statement confirming non-commercial content and the return address must accompany the cassettes/CDs
 The costs of transport to Macedonia are the responsibility of the applicant
 The festival will not return the received cassettes/CDs

6. Traveling expanses and accommodations for the participants

 All participants covers their own traveling expanses for their travel to and from Macedonia
 The organizer will make hotel reservations for the participants
 The organizer will cover the accommodation expanses for maximum 1 person from one Production house / TV station, because of the limited budget. If more than 1 person from same production house or TV station wants to participate at the festival they will have to pay their own accommodation expenses.

7. Insurances

 The shipping insurance for shipping films and videos to Macedonia is entirely the responsibility of the participants.
 The organizer of the festival does not have any responsibility in case of a damaged cassette or CD. If there is such case the program will not be screened/ played at the festival, and the organizer will inform the applicant, thus if possible new copy of the cassette/CD can be send.
 The guests of the festival are not covered with the festival insurance

8. Invitations

 All invitations will be sent via e-mail
 The invitations for participating at the festival will be sent in March 2007.
 The organizer will provide hotel accommodations for the directors whose programs have been selected
 Anyone who wants to visit the festival is obligated to fill out an accreditation form up on arrival. Accreditation forms are to be obtained from the festival office.

9. Jury

 An international jury, consisted of experts in the TV, movie and radio business, as well as distinguished representatives from all cultural spheres of Roma and non-Roma nationality, will single out the best programs of the nominated programs
 The number of the jury members and the members themselves are nominated by the Festival management
 The official festival jury is entirely independent and free in selecting the winning program (TV and radio)
 The jury’s decision is final

10. Awards

 Two different kinds of awards will be awarded
o Official awards from the organizer of the festival, based on the jury’s decision – gilded statues and certificates
o Awards from distinguished organizations, from the city and from the state
 The organizer will give awards for the following:

For the participants within TV production:
o Golden Wheel for best documentary
o Golden Wheel for best director
o Golden Wheel for best scenario
o Golden Wheel for best camera
o Golden Wheel for best editor
o Golden Wheel for best production
o Golden Wheel for music illustration
o Golden Wheel for best video commercial
o Golden Wheel for best music video
o Golden Wheel for best radio article

For the participants within Radio production:
o Golden Wheel for best radio informative program
o Golden Wheel for best radio documentary program
o Golden Wheel for best technical realization
o Golden Wheel for best music program and realization
o Golden Wheel for best radio clip
o Golden Wheel for best radio commercial

Right to participate on the Festival have all TV and Radio station that broadcast on Romani language, Non- Roma medias that works on Roma issues, individuals
Involve in this kind of projects, producers, scenarists, cameramen, journalists, music illustrators, film and radio producers’ e.c.t. All projects that will take part in the competition in all categories have to be produced during 2006 / 2007 year.
